The City of Reading Planning Commission spent 2025 reviewing projects and updating policies that will help shape the future of Reading for years to come.
Over the past year, the Commission reviewed and approved projects that support housing, business growth, education, recreation, and neighborhood revitalization throughout the city. These efforts included the redevelopment of existing properties, improvements to schools and institutions, industrial expansion projects, parking improvements, and recreational investments.
The Commission also continued to oversee active development projects across Reading, helping ensure that approved projects move forward while meeting city requirements for infrastructure, stormwater management, and public safety.
Beyond reviewing development proposals, the Commission worked on several initiatives aimed at making Reading a more connected, accessible, and attractive place to live, work, and invest. These efforts included updates to zoning regulations, planning for future transportation improvements, encouraging the reuse of older buildings, and supporting safer options for walking, biking, and public transit.
Among the major initiatives reviewed during 2025 were:
- New Transit-Oriented Development (TOD) regulations to encourage growth near public
transportation corridors - Zoning updates to support redevelopment and adaptive reuse of existing buildings
- Updates to parking and loading regulations
- A new Short-Term Rental Ordinance
- Revisions to home occupation regulations
- Updates to commercial and mixed-use zoning districts
- Active Transportation and Vision Zero initiatives focused on improving street safety
- Coordination with Berks County’s Comprehensive Plan 2040
- Long-range transportation planning with the Reading Area Transportation Study (RATS)

The Planning Commission worked closely throughout the year with City departments, public agencies, developers, educational institutions, and community organizations to support the goals of Reading’s Comprehensive Plan and Downtown Strategic Plan.
