Mayor Eddie Morán announced the appointment of David Barr as the City of Reading’s new Community Development Director. Reading City Council confirmed the appointment during a special meeting Friday.
“David brings decades of leadership in planning, development, and major infrastructure projects at the federal level,” said Mayor Morán. “He’s worked around the world, but his heart is here in Reading. With his experience and vision, I’m confident he’ll help us continue building a stronger, more vibrant city. I want to thank City Council for their support in confirming his appointment.”
A Reading native, Barr spent most of his career with the U.S. Department of State, serving in key roles managing construction, energy, and facility planning. He received a Presidential award for his work in energy conservation and led complex renovation and security projects across the globe, including in Iraq and Pakistan. He retired from the Foreign Service in 2022 and has since continued supporting diplomatic housing and construction projects.
“This is an exciting chapter for Reading,” added Mayor Morán. “We’re on the rise, and having someone like David leading community development ensures we’re building a city that works for everyone.”
Barr’s appointment comes at a pivotal time for the city. With new momentum from the CRIZ program, continued downtown revitalization, and investments in neighborhoods citywide, Reading is experiencing real progress.
“I’m honored to be serving my hometown in this role,” said Barr. “Reading has so much potential, and I’m looking forward to working with Mayor Morán, City Council, and the community to help shape a future we can all be proud of.”
Barr will officially begin his role on July 1, 2025, alongside Patricia Vasquez, who will step into the position of Deputy Community Development Director after serving for several years in key roles within the department.
